The Citywide/Open Waters plan would reduce CSO discharges by 86 million gallons in a typical year. It would also cut sewage overflows by 1.7 percent.

In recent years, the city’s waters have become the cleanest in 100 years. But the shorelines are littered with black sediment and debris.
